WORKSHOP RESULTS OF IMPLEMENTATION OF GENERAL DATA DISCLOSURE SYSTEM INCREASE IN 2020 AND PLAN FOR 2021 

On the morning of January 12, 2021, the General Statistics Office (GSO) held a Workshop on Results of the implementation of the Enhanced General Data Dissemination System (e-GDDS) in 2020 and plans for 2021. Mr. Pham Quang Vinh – Deputy General Director of GSO, Head of the Inter-sectoral Working Group on Civil Affairs chaired the workshop. Attending the seminar were representatives of relevant ministries and branches and representatives of leaders of units under GSO.

On 1 July 2015, the IMF approved the Enhanced General Data Dissemination System (e-GDDS) to increase transparency, promote statistical development, and help create close coordination between data dissemination and dissemination. data and monitoring activities. The current GDDS regulations are superseded by e-GDDS.

With the task of being the coordinating agency for population education in Vietnam, every year the GSO has coordinated with ministries and sectors to develop plans, implement, coordinate and summarize the implementation situation in the year and propose plans. of the following year. At the annual meeting, the ministries, branches and GSO assessed the results of the implementation of DS and the statistical work of the ministries and branches, and at the same time proposed measures to make the statistics work better. Ministries, sectors and GSO have always identified participation in the Common Data Dissemination System as a framework to develop the State statistical system, promote production, disseminate and improve the quality of statistics according to international standards.

At the Workshop, Ms. Nguyen Thu Oanh, Director of the Department of Statistics General Statistics and Dissemination of Statistical Information, National Coordinator for Civil Education, presented a Report on the Implementation of the Enhanced General Data Dissemination System (e. - GDDS) in 2020 and a plan for 2021. According to the report, in 2020, thanks to the coordination, information sharing and regular professional exchange of statistics, the ministries, branches and GSO have formed an information network. Statistical information smoothly, step by step ensures the consistency between the GSO's data and the data of ministries and branches, contributing to improving the efficiency and quality of statistical work as well as the quality of statistical information. The report clearly states the main results achieved in 2020 as follows: The Government and ministries and sectors have developed and issued many important legal documents to create a favorable environment for statistical activities and improve the quality of statistical information; statistical regime methods according to international standards and suitable to Vietnam's practice continue to be improved; Statistical information dissemination activities continue to be promoted in the direction of timeliness, completeness, objectivity and transparency; the coordination and information sharing between statistics of ministries, branches and GSO has been strengthened and consolidated; The work of propaganda, dissemination and education of the law on statistics has received more and more attention and attention.

In the work of e-GDDS, ministries and branches have actively and actively implemented work in their respective fields in order to improve the efficiency and quality of statistical data, step by step approaching the requirements of Data Dissemination Standards. separate data (SDDS). Up to now, the GSO, the State Bank (SBV) and the Ministry of Finance (BTC) have completely updated the metadata in their respective fields. Annually adding changes and making improvement plans in the short and medium term, showing the seriousness and activeness of agencies in participating in e-GDDS.

The report also sets out the main plans to be implemented in 2021, including: (1) Continuing to implement the Law on Statistics, the Strategy for Development of Statistics in Vietnam, and Major Projects of the Sector; (2) Complete the revision and promulgation of the system of statistical indicators and statistical reporting regimes at ministerial and branch levels; (3) Continuing to carry out digital transformation in the field of Statistics; (4) Ministries, sectors and GSO continue to compile and disseminate data items to meet the requirements on scope, disaggregation, frequency and time of dissemination as recommended by e-GDDS and SDDS; (5) Strengthening information dissemination on the websites of ministries and branches and the National Summary Data Page (NSDP); (6) Supplement, complete and update in a timely and complete manner the annotated data tables to ensure the structure and content according to the DQAF framework; (7) The Ministry of Planning and Investment (GSO), the State Bank, the Ministry of Finance and relevant ministries and branches shall review and evaluate in detail the implementation of the targets related to SDDS; proactively develop plans and submit to competent authorities measures to remove obstacles to meet SDDS standards; (8) Research and propose technical assistance from IMF, survey, learn from experience of some countries participating in SDDS.

Concluding the workshop, Mr. Pham Quang Vinh, Deputy General Director of GSO highly appreciated the serious and enthusiastic cooperation spirit of ministries and branches with GSO. He suggested that the Department of Statistics, General and Dissemination of Statistical Information, collect the opinions of the delegates in order to finalize the implementation plan of the e-GDDS in 2021 and have better solutions in the coordination mechanism in the coming years. next.
