I. LOCATION AND FUNCTION

1. The Department of Data Collection and Statistical Information Technology Application is an administrative organization under the General Statistics Office, performing the advisory function. , to assist the General Director of the General Statistics Office in managing and organizing the implementation of statistical data collection, application and development of information and communication technology in statistical activities in accordance with law; ensure smooth connection of the network of the General Statistics Office with the Party, National Assembly, Government, Ministries and branches agencies.

2. The Department of Data Collection and Statistical Information Technology Application has legal status, seal, head office and accounts at the State Treasury in accordance with the law.

II. MISSION

1. Submitting to the General Director of General Statistics Office for submission to the Minister of Planning and Investment for submission to the Prime Minister for consideration and decision promulgation:

a) Program, scheme, master plan, long-term and annual plan and regulations and regulations on statistical information collection system, statistical survey program national statistics, the national statistical reporting regime; application and development of information and communication technology in the statistics industry.

b) Population and housing census decision; rural and agricultural census; economic census; other national statistical censuses.

2. Submit to the General Director of General Statistics Office for promulgation or submit to competent authorities for consideration and decision:

a) Statistical census plan specified at Point b, Clause 1 of this Article; the statistical survey plan assigned in the national statistical survey program and the statistical survey outside the national statistical survey program; annual statistical survey plan; the ministerial-level statistical reporting regime; regulations on coordination in using data from administrative databases for state statistics and other documents on management of statistical data collection.

b) Issue management documents on application and development of information and communication technology in the Statistics industry, including: Regulations and regulations; list of technical standards; economic and technical norms; shared encoding in statistical information processing.

3. Coordinate with the Financial Planning Department to submit to competent authorities for approval the project, medium-term and annual plan on application and development Information and Communication Technology in Statistics.

4. To assume the prime responsibility for, and coordinate with units under the General Statistics Office, relevant ministries and branches in, formulating and organizing the implementation of the Regulation on coordination provide and use administrative data for state statistical activities in accordance with the law.

5. Organize the implementation of legal documents, policies, strategies, planning, programs, projects, schemes, decisions regulations and directives specified in Clauses 1 and 2 of this Article after they are approved and promulgated by competent authorities.

6. To assume the prime responsibility for, and coordinate with units under the General Statistics Office, ministries, branches and localities in, to carry out the population and housing censuses. in; rural and agricultural census; economic census and other census and statistical surveys decided by the Prime Minister. Carry out statistical surveys in the national statistical survey program assigned by the Prime Minister; carry out statistical surveys outside the national statistical survey program decided by the Minister of Planning and Investment; report on survey implementation, census and statistics.
