Census of RURAL, AGRICULTURE, AND FISHERIES 

The mid-term rural and agricultural survey of 2020 was conducted on July 1, 2020 according to Decision No. 1695/QD-TCTK dated December 31, 2019 of the General Department of Statistics. This is a large-scale sampling survey nationwide with the purposes of: (1) Collecting general information and compiling indicators on rural and agricultural areas in the National Statistical Indicator System; (2) Provide more statistical information for the evaluation of the results of the implementation of the Rural and Agricultural Development Plan for the 2016-2020 period; develop a plan for the period of 2021 - 2025; at the same time, to meet other needs for statistical information, analysis and forecast of rural, agricultural and farmers' situations; (3) Updating statistical databases on rural and agricultural fields and building sample frames for some sample surveys in the fields of rural and agriculture. On the basis of the survey results, below, the General Statistics Office summarizes some key contents about the rural socio-economic situation and agricultural, forestry and fishery production in the years 2016-2020.

I. Number of communes and villages and number of rural households and population at the time of survey

According to the survey results, as of July 1, 2020, the rural area of ​​the country has 8,297 communes with 66,206 villages. Compared to July 1, 2016, it decreased by 681 communes and 13,692 villages. The change in the number of communes is the result of the implementation of the resolutions of the National Assembly Standing Committee on the arrangement of commune-level administrative units, wards and townships issued in the years 2016-2020. Accordingly, between the two periods of regulation. survey, 2 communes increased due to separation; 465 communes merged into larger-scale communes and 218 communes turned into wards and townships.

The number of households and the number of people in rural areas has different fluctuations compared to the narrowing trend in the number of communes and villages. As of July 1, 2020, the rural area of ​​the country has 16,880.47 thousand households with 62,885.27 thousand people. Calculated, in 5 years (2016 - 2020), the rural area increased by 5.59% in the number of households and 9.05% in the number of people. There are many reasons for the increase in rural population. For the number of households, there is a division of households; At the same time, the process of socio-economic development and rural urbanization, especially in rural areas with industrial parks, industrial clusters, export processing zones, trade and service centers, has attracted more and more people. laborers and accordingly, households from urban areas return to their homeland to settle down or settle down. As for the number of people, in addition to the main reasons mentioned above, there is also an increase in household size, from an average of 3.61 people/household in 2016 to 3.73 people/household in 2020.

II. Socio-economic achievements in 5 years 2016 - 2020

2.1. Economic, social and environmental infrastructure in rural areas is enhanced in both quantity and quality

(1) The electricity supply network covers most of the rural areas, reaching many remote, border and island areas

According to the results of the mid-term rural and agricultural survey in 2020, as of July 1, 2020, all communes and nearly 99% of villages in rural areas have electricity. In 2016, the whole country had 1,766 villages without electricity, but in 2020 only 681 villages remained. The most important achievement in rural electricity infrastructure development in recent years is bringing electricity to remote, border and island areas. Electricity has been supplied to 316 villages in 68 communes of the island district: Van Don and Co To (Quang Ninh), Cat Hai and Bach Long Vi (Hai Phong), Con Co (Quang Tri), Ly Son (Quang Ngai), Phu Quy (Binh Thuan), Truong Sa (Khanh Hoa), Con Dao (Ba Ria - Vung Tau), Phu Quoc and Kien Hai (Kien Giang).

(2) The transport system continues to be newly built and upgraded, ensuring high connectivity

As of July 1, 2020, the percentage of communes with car roads from the headquarters of the Commune People's Committee to the headquarters of the District People's Committee accounted for 99.67% of the total number of communes in rural areas, an increase of 0.24 percentage points compared to 2016. The percentage of villages with car roads to the headquarters of the Commune People's Committee in rural areas across the country compared to the total number of villages also increased from 93.69% in 2016 to 96.31% in 2020. Along with improving connectivity, The rural transport system is also paved with asphalt and concreted the road surface. As of July 1, 2020, the percentage of communes with asphalt and concrete roads compared to the total number of communes in rural areas of the country reached 99.16%, an increase of 2.31 percentage points compared to January 1. 7/2016. This percentage of the village backbone reached 96.36%, an increase of 6.02 percentage points; alley roads reached 89.97%, up 12.62 percentage points.

(3) The irrigation system is invested to solidify and improve irrigation capacity

As of July 1, 2020, the irrigation canal system in rural areas managed by communes and cooperatives has a total length of 167.86 thousand km; average 20.23 km per commune. The length of solidified canals reached over 75.57 thousand km, accounting for 45.02%, an increase of 10.24 percentage points compared to July 1, 2016. In order to improve irrigation capacity, in addition to promoting investment in solidification, the irrigation system is also built with a number of pumping stations. As of July 1, 2020, in rural areas nationwide, there are nearly 17.90 thousand irrigation pumping stations, serving agricultural, forestry, salt and fishery production; On average, each commune has 2.16 pumping stations.
