Assigning the Ministry of Planning and Investment (MPI) direct compilation and publication of gross regional domestic product (GRDP) will avoid the situation that there is a difference of over 1.7 times between the sum of GRDP of 63 provinces and centrally-run cities and the national gross domestic product (GDP).

The Prime Minister has just approved the scheme on innovation of compilation process of GRDP of centrally-run cities or provinces.

According to this scheme, the innovation of compilation process of GRDP of central-affiliated cities or provinces is related to many contents, from the strict observance of the Statistics Law and relevant normative documents in the collection, publication and dissemination of statistical information by the organizations and individuals who provide statistical information and those that use GRDP data to statistical workers’ application of unified professional methods.

The General Statistics Office (GSO) under the MPI will directly compile and announce GRDP data.

In addition, the Scheme will also develop and standardize in a comprehensive manner the statistical information system serving the compilation of GRDP data.

GRDP data is compiled by using the production approach with the following major indicators: Total GRDP at current price and comparative price; the value-added structure at current price; the growth rate of GRDP at comparative price.

Regarding the compilation period and time for announcement of GRDP, estimated GRDP data for every 6 months by grade-I economic activities shall be announced and disseminated on May 30th of every year; Preliminary GRDP for every 6 months and estimated GRDP for the whole year by grade-I economic activities shall be announced and disseminated on November 30th of every year; Preliminary GRDP for the whole year by grade-I economic activities shall be announced and disseminated on March 30th of the following year; Official GRDP for the whole year by grade-II economic activities and types of ownership (State, non-State, foreign investment sector) shall be announced and disseminated on November 30th of the following year.

In according with the Scheme, in 2015, localities continue to calculate, publicize, and use GRDP data according to the existing process in order to ensure the consistency with previous. However, since 2016, the MPI (GSO) shall preside over and coordinate with provincial statistical offices of central-affiliated cities and provinces in the compilation and announcement of GRDP.

Since 2017, the MPI (GSO) shall compile and announce GRDP; provincial statistical offices of central-affiliated cities and provinces shall be responsible for collecting the input information in their provinces or cities and reporting to the MPI (GSO).

The assignment of direct compilation and publication of GRDP to the MPI (GSO) is a solution to narrow the increasing difference between GDP and GRDP like at the present.
